Butte County is a member of the NSV Regional Water Management Group (RWMG). The NSV RWMG consists of Butte, Colusa, Glenn, Shasta, Sutter, and Tehama Counties. Staff from these counties coordinated the update of the NSV IRWMP adopted by the NSV Board in 2014. On March 2, 2020, the NSV IRWM Board adopted Appendix N as an integral part of the NSV IRWMP. Appendix N centralizes revisions and additions to the plan to meet requirements of the California Department of Water Resources (DWR) Proposition 1 IRWMP Guidelines, which is a requirement for eligibility of Proposition 1 funding. Butte County submitted an application for Proposition 1 IRWM Implementation funding on behalf of parties within the NSV Region and has been awarded funding for five projects put forward by four agencies. DWR requires the receiving agency of any IRWM funding from the NSV region to adopt the NSV IRWMP prior to execution of a funding agreement with DWR. The BHB was established pursuant to Welfare and Institutions Code section 5604 to: review and evaluate the community's mental health needs, services, facilities and special problems; review County agreements entered into pursuant to the Mental Health Services Act; advise the BHB and the local Mental Health Director regarding the local mental health program; review and approve the procedures used to ensure resident and professional involvement of the planning process; submit an annual report on the needs and performances of the County's mental health system; review and make recommendations on applications for appointment of a local director of mental health services; review and comment on the County's performance outcome data and communicate its findings to the Behavioral Health Planning Council; and assess the impact of realignment from the State to the County on services delivered to clients and the local community. The BHB consists of 13 to 15 members, with 50% of the membership being direct consumers or family members of consumers who are receiving mental health services, with three being direct consumers and three being family members of consumers receiving mental health services; one member of the Board of Supervisors; one law enforcement representative; one youth representative; and community members (up to six). The BHB recommends the Board of Supervisors appoint Butte County Sheriff's Lieutenant Jarrod Agurkis as the BHB Law Enforcement Representative, with a term ending December 31, 2020. The Board of Supervisors established the LAB through Resolution No. 02-006 to provide the following: update and annually maintain a strategic plan for the Butte County Library; develop and maintain a long range library financial plan; advise the Board of Supervisors on issues and trends impacting the Library; monitor technology that will affect the operation of the Library and provide guidance to the Board of Supervisors; develop and oversee public relations campaigns in support of the Library; and encourage in every possible way the development and advancement of the public library system. The LAB is an 11 member board composed of two members from each supervisorial district for a total of 10 members, and the County Librarian who serves as a non-voting member. All members of the LAB are nominated by the County Librarian and appointed by the Board of Supervisors. Currently there is one vacancy on the LAB located in Supervisorial District 5. The County Librarian recommends the Board of Supervisors appoint Peggy Schrader as the District 5 Representative, with a term ending January 4, 2021. (Library)

The HACB assists low and moderate income residents of Butte County to secure and maintain high quality affordable housing. Subsidized housing is provided to families, seniors and disabled individuals whose income is between 50% and 80% of median area income. Funding for the various programs is provided by the U.S. Department of Housing and Urban Development and the USDA Rural Development. The HACB is governed by a seven-member Board of Commissioners appointed by the Board of Supervisors and comprised of the following: one member appointed by each member of the Board of Supervisors, whose terms coincide with the appointing Supervisors; and two Tenant Commissioners (one Tenant Commissioner, At-Large; and one Tenant Commissioner, Over the Age of 62), appointed by the full Board to two year terms. A total of seven applications were received for these positions. While all seven qualify to serve as the Tenant Commissioner, At-Large, only two of the seven qualify to serve as the Tenant Commissioner, Over the Age of 62. As all vacancy posting requirements for these two positions have been met, it is recommended that the Board of Supervisors appoint a Tenant Commissioner, At-Large and a Tenant Commissioner, Over the Age of 62 to the HACB, with both terms to end August 25, 2022. At the August 25, 2020 Board of Supervisors Meeting, the Board requested recommendations from the HACB. Pursuant to State law, the HACB is precluded from making recommendations for appointments. The AAB is a governing body provided for under the Constitution of the State of California, as well as Article IV of the Butte County Code. The AAB is an independent entity whose function is to resolve disputes between the County Assessor and taxpayers over values of locally assessed property. The AAB consists of three members appointed by the Board of Supervisors. Members must have at least five years of experience as either a lawyer, Certified Public Accountant, licensed real estate broker, property appraiser, or is a person who the nominating member of the Board of Supervisors has reason to believe is possessed of competent knowledge of property appraisal and taxation. AAB members serve for a period of three years, and continue to serve until their successor is appointed. Currently, the AAB has one vacancy due to the recent resignation of an AAB member. The notice for the unscheduled vacancy was posted on August 11, 2020, and since that time one application was received from Jodi White. Additionally, the terms for the remaining two regular AAB members and three alternate AAB members expired September 7, 2020. Randall Stone and Dave Johnson have requested reappointment as regular members, and Tom Fiscus has requested reappointment as an alternate member, all with terms ending September 3, 2023. The Board of Supervisors may make appointments to the AAB or provide further direction to staff on recruitment and appointments to the AAB. (Clerk of the Assessment Appeals Board)

The Commission was formed by resolution in 1983 to provide advice to the Board of Supervisors on water matters; assist in the development of water policies; monitor State and federal legislation and water policy and inform the Board of Supervisors regarding the same by way of summary reports; review the concerns of the water industry and water users in the County; and make recommendations to the Board of Supervisors. The Commission may act as a liaison between local water agencies and the Board of Supervisors; create and maintain a library of water documents which shall be available to the public; and perform all tasks delegated to the Water Commission pursuant Butte County Code Chapter 33A. The Commission is appointed by the Board of Supervisors and consists of nine members comprised of the following: one member appointed by each member of the Board of Supervisors, whose terms coincide with the appointing Supervisors; and four at-large commissioners, two served by private wells and two served by district water, appointed by the full Board to a four year term. The commissioner appointed by District 3 resigned effective, July 7, 2020, and a vacancy notice was posted on July 17, 2020. Supervisor Ritter nominates Roderick Peterson to the Commission as the District 3 Representative, with a term ending January 9, 2023. At its August 11, 2020, the Board directed this item be continued to a time when Mr. Peterson could be available for questions. (Supervisor Ritter, District 3)
