In response to the need for the creation of a reliable funding source for regional tourism, and in cooperation with the local jurisdictions and local tourism stakeholders, the Board of Supervisors adopted a resolution establishing the BCTBID on November 10, 2015. Funded through a 2% assessment on short-term lodging rentals (generally less than 30 days), the BCTBID has been the primary source of tourism promotion within Butte County. The original resolution of establishment for BCTBID was for a term beginning December 1, 2015 through November 30, 2020. Explore Butte County, the Owners Association for the BCTBID, has taken the lead in working with the local jurisdictions and the local tourism stakeholders on the BCTBID renewal process, requesting renewal for a term beginning December 1, 2020 through November 30, 2030. Per the Property and Business Improvement District Law of 1994, BCTBID is required to formally adopt renewals through the same public process that was utilized for the original BCTBID formation. Explore Butte County has worked with lodging businesses within the County to update the Management District Plan for the BCTBID, which provides details on the BCTBID including district boundaries, budget, services, governance, and district membership. On August 11, 2020, the Board adopted a resolution of intention to renew the BCTBID. The next step in the process is to hold a public meeting in order to allow public testimony regarding the renewal. The Chief Administrative Officer (CAO) recommends the Board of Supervisors appoint Josh Kincheloe, Assistant Director - Information Systems, as Interim Director - Information Systems, effective September 19, 2020, for a term up to six months. The CAO recommends setting the salary at $139,492 per year as listed in section 29, Reference A, of the Butte County Salary Ordinance. This represents a 5% increase over Mr. Kincheloe's current rate of pay, as required by the Salary and Benefits Resolution of Non-Represented Classifications. In addition, the CAO recommends providing the Appointed Department Head mileage allowance of $620 per month. Mr. Kincheloe will retain all other rights and benefits of his current position in the Non-Represented Unit and the right to return to his current position of Assistant Director - Information Systems when the interim assignment is completed. Over the past several months, the County and the bargaining team for BCCOA-General have met and conferred over a successor MOU. BCCOA-General has ratified the terms of the County's offer for a successor MOU that will supersede and replace the current MOU that expired on May 1, 2020. Consistent with Board direction, the agreed upon changes contained in the MOU are: 1) a two year term; 2) conduct a classification and compensation study at an appropriate and feasible time; and 3) two one-time Christmas Eve Holidays on December 24, 2020 and December 24, 2021. This successor MOU is based on the MOU that expired on May 1, 2020 and the only changes to the expiring agreement are those changes agreed to above. The term of the MOU is from Board adoption through June 30, 2022. (Human Resources)

The County and the Confidential Employees group have agreed to the terms of the County's offer for a successor Salary and Benefits resolution that will supersede and replace Resolution No. 19-025. Consistent with Board direction, the agreed upon changes contained in the resolution are: 1) conduct a classification and compensation study at an appropriate and feasible time; 2) a one-time Christmas Eve Holiday on December 24, 2020; and 3) an increase in the Compensated Time Off (CTO) cap from 80 hours to 100 hours. This successor resolution only contains the changes agreed to above as well as some minor cleanup of outdated language. This resolution will become effective the date of Board of Supervisor adoption. Dr. Robert Bernstein, Butte County Health Officer, declared a health emergency in Butte County on September 11, 2020 due to the North Complex Fire. The wildfire has created debris containing hazardous material and probable radioactive material in the ash of the burned structures, which has caused a health emergency and poses a substantial present and potential hazard to human health and safety and to the environment. This declaration is in effect for seven days unless ratified by the Board of Supervisors and must be reviewed every 30 days by the Board, or longer as approved by the Governor, to remain in effect.
