In April 2020 in response to the COVID-19 public health emergency, CMSP-GB approved the funding of the COVID-19 Emergency Response Grant (CERG) Program for the benefit of participating CMSP counties. Butte County applied for and was awarded a grant totaling $616,373. This grant provides funding to expand the delivery of services that support local preparedness, containment, recovery and response activities, and is intended to assist CMSP counties in addressing the needs of various low-income populations with or at-risk of COVID-19 conditions. County Administration recommends the Board of Supervisors approve the agreement between CMSP-GB and Butte County. (County Administration)

In order for the Butte County Operational Area to apply for grant funds from the California Office of Emergency Services, the Board of Supervisors must adopt a resolution authorizing the Emergency Services Officer to apply. The resolution would also authorize the Chief Administrative Officer, Assistant Chief Administrative Officer, Deputy Chief Administrative Officers, and the Emergency Services Officer to sign grant documents. The Butte County Operational Area has been allocated $92,284 by the California Office of Emergency Services through the FY 2020 Emergency Management Performance Grant Program Supplemental to support activities that contribute to the mitigation, prevention, preparation, response, and recovery from COVID-19. County Administration recommends approval of a budget adjustment to recognize $92,248 in unanticipated grant revenue and increase appropriations to support eligible grant activities. On January 29, 2019, the Board of Supervisors directed staff to implement a fee waiver program contingent upon availability of a non-County revenue source to backfill waived fees. The NVCF provided a grant to the County to establish the Camp Fire Rebuild Incentive Program, which offers partial reimbursement (50% maximum, up to $3,500) of permit fees paid by eligible Camp Fire survivors who choose to rebuild a home in the communities substantially impacted by the Camp Fire. The NVCF grant provided up to $500,000 for the program through February 28, 2021 or until funds are exhausted. The NVCF provided a grant for a similar program to the Town of Paradise. The County program expended a total of $278,356 for 161 applicants as of August 10, 2020. The current grant agreement limits the eligibility to single-family homeowners rebuilding a primary residence. The proposed amendment expands eligibility to include reimbursement of permit fees for master planned residences, garages, and multiple dwellings in order to address the housing needs of the community. Reimbursement for permit fees for master planned residences and garages associated with a manufacture home will be 100% of the permit fees up to $3,500. Reimbursement for permit fees for multiple dwellings, 2 or more units per parcel, will be 50% of the permit fees up to $10,000 and a $2,500 per unit maximum. Priority is given to property owners who are replacing primary residences. (Development Services)

In 2010, the Department of Employment and Social Services purchased three servers and software. These servers and software are obsolete and no longer needed by the Department. The Department recommends the items be removed from the Capital Asset Ledger. (Employment and Social Services)

The Camp Fire left wildfire residue in and around numerous County buildings that exceed defined thresholds for air quality and cleanliness. Since the Camp Fire, the County has cleaned, tested, and in some cases re-cleaned facilities to ensure conditions in affected facilities meet the cleaning standards originally defined by the County's contracted Industrial Hygienist. The County now needs to finalize all cleaning efforts within the remaining 11 facilities. The Department of General Services recommends entering into a contract with Cleanrite-Buildrite, a firm specializing in disaster restoration, for smoke residue cleaning services. The term of the contract is 60 days from the notice to proceed, not-to-exceed $146,027. (General Services)

On March 24, 2020, meal delivery services began for those in non-congregate shelters related to Project Roomkey, California's effort to protect sick and medically vulnerable individuals experiencing homelessness in the COVID-19 response. The Department of General Services recommends entering into a contract with Oroville Rescue Mission, Inc. for non-congregate shelter meal delivery services as part of the response to COVID-19. The term of the contract is March 24, 2020 through September 30, 2020, not-to-exceed $105,000. (General Services)
3.19 Contract with Got Power Inc. for Generator Placement at County Buildings During Public Safety Power Shutdown Events

During Public Safety Power Shutdown events, County facilities are subject to extended periods of time without commercial electrical service prompting staff to solicit firms able to assist the County with emergency generator services during such events. Got Power Inc., based in Martinez, is the only firm that responded to the solicitation. The Department of General Services recommends entering into a contract with Got Power Inc. to deliver and install generators on County facilities as needed. The term of the contract is 180 days from the Notice to Proceed, not-to-exceed $200,000. (General Services)

On August 22, 2017, the Board of Supervisors approved creating and utilizing smaller portions of the County owned Oroville Government Center Campus as collateral to provide broader financing opportunities for funding specific capital improvement projects. The Evidence Storage Building and Morgue is planned to be constructed on a 12.58 acre parcel that contains other County owned facilities and improvements. The Department of General Services recommends the Board of Supervisors approve the creation of a County owned parcel of land, by deed, as described in the resolution, to create the parcel specifically for the Evidence Storage Building and Morgue. This will leave a remainder parcel of 11.39 acres for future encumbrance. (General Services)
