3.01 Budget Adjustment and Capital Asset Purchase to Replace Vehicle Lost in Camp Fire

On April 9, 2019, the Board of Supervisors authorized a capital asset purchase and budget adjustment to replace an Assessor's Office vehicle destroyed in the Camp Fire. The funds to cover the purchase of this vehicle were not rebudgeted for Fiscal Year (FY) 2020-21, as the vehicle was scheduled to be delivered in May 2020. Due to COVID-19 related issues, the vehicle was not delivered until August 2020. The cost of the replacement vehicle is $33,050 and will be funded by $23,050 in insurance reimbursement and $10,000 from the balance in the Assessor's Equipment Replacement Fund. Insurance is not covering the entire cost of purchase because the new vehicle was upgraded to 4 wheel drive to better meet the needs of the Department. (Assessor)

In accordance with Government Code section 29100, the Board of Supervisors is required to adopt by resolution the rates of taxes on the secured roll on or before October 3 of each year. State law requires that the tax rate not exceed the 1% limit specified in the Constitution except for the voter-approved indebtedness. For voter-approved indebtedness, the Board is also required to adopt the rates necessary to support the annual debt requirement within each specific school district. The Board has approved each voter-approved school bond at the time of the issuance of each series. (Auditor-Controller)

On October 27, 2009, the Board of Supervisors approved the Department of Behavioral Health's membership in the CalMHSA Joint Powers Authority (JPA). CalMHSA is authorized by its JPA to jointly develop and fund mental health services including the provision of administrative services. The participating counties of the JPA authorize CalMHSA to contract on their behalf for purchase of State hospital beds, and to make payment to the State for such usage consistent with the provisions of the CalMHSA Participation Agreement and the MOU entered into by CalMHSA and DSH on July 1, 2014. As directed by participating counties, CalMHSA will continue to collectively work in achieving efficiencies as a single administrative body engaging in a single negotiation of terms and rates for bed utilization, monitoring billing to assure accuracy and fiscal stability, establishing quality assurance standards and procedures, review of shared financial analysis, and exploring opportunities and alternatives. The Department recommends amending the MOU with CalMHSA and DSH for the procurement of State hospital beds. The amendment extends the term through June 30, 2021. This is a non-financial MOU. 3.04 Contract with Chico Housing Action Team (CHAT) for the Development of Everhart Village

CHAT is collaborating with the Department of Employment and Social Services (DESS) and the Department of Behavioral Health (DBH) to provide 15 to 20 emergency shelter units, which will be located at 556 Cohasset Road in Chico. The property is currently owned by the County. Through an agreement with the County, CHAT will provide non-congregate emergency sheltering services to DBH clients. The community comprising of these units will be called Everhart Village. The purpose of Everhart Village is to help at-risk or homeless DBH clients improve their mental health by providing them a place to sleep and to secure personal belongings in a safe and private environment. The proximity to DBH offices helps ensure that clients get to their appointments, stay on medications, and have easy access to transportation. The long-term goal is for clients to move to transitional or permanent supportive housing. CHAT will purchase one or more community center facility structures, emergency shelter units, and other prefabricated structures that will not exceed the allocated amount of $175,000 in State funding for the Homeless Mentally Ill Outreach and Treatment Program. DBH, DESS, and the Department of General Services recommend entering into an Expenditure Agreement with CHAT. The term of the agreement is from date of execution through July 31, 2024, with a maximum amount payable of $175,000. The Departments will also enter into a Site License Agreement and Project Delivery and Operations Agreement with CHAT; these agreements are currently in the development stage. (Behavioral Health)
3.05 Agreement with Star View Behavioral Health, Inc. (Star View) for Mental Health Services

Star View offers a multilevel program combining psychiatric crisis intervention, residential care, educational services, mental health treatment, and rehabilitation. Developed in 1996 conjunction with Los Angeles County, Star View has 60 beds to serve severely emotionally disturbed youth between the ages of 12 and 17 years. In addition to serving Los Angeles County youth, Star View serves youth from multiple counties. The Department of Behavioral Health recommends entering into an agreement with Star View Behavioral Health due to the placement of a Butte County youth who required psychiatric and specialty mental health services. The term of the agreement is December 18, 2019 through June 30, 2020, not -to-exceed $137,273 - (Behavioral Health)
