The Department of Human Resources recommends the Board of Supervisors adopt a resolution amending the Salary Ordinance for the Library in the following ways: add 1 Senior Library Assistant position (sunset to end June 30, 2021). This position is funded by the Family Literacy Grant. The Department also recommends adding 1 Librarian position and deleting 1 Technical Services Specialist. These changes will better suit the current and future operational needs of the Library, including support of the Library Literacy Program, and will help the Library to achieve its objective and goals as set up in the Department's new Strategic Plan 2025. Total allocations to increase by one. There is no impact on the General Fund Budget. (Human Resources)

Compliance SFO, Inc., was retained on February 24, 2020 to assist with County's response to the State Water Resources Control Board Notice of Violation. The Notice of Violation stems from the off-site discharge of storm water caused by a series of atmospheric rivers that crossed over Butte County in the months following the Camp Fire. The NRRWF was burned over by the Camp Fire. The contract was subsequently amended on March 30, 2020 and July 21, 2020. The Department of Public Works recommends amending the contract with Compliance SFO, Inc, for additional hours of work. This amendment increases the maximum amount payable by $60,000, not-to-exceed amount of $185,000. The contract expiration date of March 15, 2021 and all other terms remain the same. (Public Works)

On May 9, 2017, the Board of Supervisors approved the Master Agreement, Administering Agency-State Agreement for Federal-Aid Projects, No. 03-5912F15 with Caltrans for County projects receiving federal aid from the Federal Highways Administration (FHWA). This Master Agreement is necessary to incorporate and conform to changes in the federal statutes, regulations, and policies, including Caltrans Local Assistance procedures and requirements relating to the federal aid funded programs. In the recent past, a resolution authorizing the Director of Public Works to sign Program Supplement Agreements was considered by the Board for each project. Pursuant to Caltrans and FHWA policies, Program Supplements are issued for new projects and at various phases throughout the life of a project. It is necessary to process the Program Supplements in an expeditious manner as the projects are governed by "timely use of funds" regulations that allow for lapsed programmed funds to be de-obligated and made eligible for other projects. In order to allow for timely execution of Program Supplements, the Department of Public Works recommends the Board adopt a resolution authorizing the Director to execute Program Supplements for Master Agreement, Administering Agency-State Agreement No. 03-5912F15. The Department of Public Works regularly needs to rent equipment for road projects and maintenance as well as for operations at the Neal Road Recycling and Waste Facility. The Department typically rents equipment from local rental yards. Procurement of this contract utilized the "all-inclusive" exemption to solicitation provided in the County's Center Led Manual as the Department utilizes all available rental yards in the area. Additionally, solicitation for specialized equipment rental can also be exempt if comparable options do not exist. This contract falls under these exceptions to solicitation. The Department recommends entering into a BPA with Holt of California in Yuba City, California. The term of the agreement is upon execution for three years, not-to-exceed $250,000. (Public Works)

In April 2018, the Sheriff's Office entered into a contract with Vievu, LLC for body worn cameras, related software and cloud storage services. The contract was amended in October 2018 to increase the number of cameras and licenses. The Sheriff's Office is amending the contract again to increase the number of cameras by 16 and the number of licenses by 32 in order to meet operational needs. The Sheriff's Office recommends amending the contract with Vievu, LLC to increase the number of body worn cameras and software licenses. The amendment increases the maximum payable amount by $81,879, not-to-exceed $380,559. All other terms remain the same. (Sheriff-Coroner)

Per Penal Code section 4025(e), the Sheriff shall report annually on Inmate Welfare Fund expenditures. In FY 2019-20, approximately $948,277 was expended to benefit the inmates of the Butte County Jail. A detailed list of expenditures is included in the report. (Sheriff-Coroner)

Unincorporated communities express an interest from time to time in having a greater voice with the Board of Supervisors on matters affecting the community. These interests are typically expressed around a specific topic or may be more generally focused on land use, waste water, and water issues. There are a number of options for communities to consider including formal and informal government structures. Incorporation, annexation to an existing municipality, formation of special districts, or annexation to an existing special district are some formal options while community associations, planning advisory organizations, and municipal advisory councils may be considered as informal options. Community associations are often formed by community residents for the purposes of both social activities and solving public problems local to the community. A community association may be recognized by county government as representative of a particular community as a result of the association's status within its community. The URCC is a community association representing the communities of Magalia, Lovelock, Nimshew, and Stirling City. These communities are commonly referred to as the Upper Ridge. The goal of the URCC is to advocate for the preservation and enhancement of the quality of life on the Upper Ridge. The URCC has a particular interest in representing the Upper Ridge as the communities develop after the devastation caused by the Camp Fire. (Supervisor Teeter, District 5)
