Over the last two years, the County and the CDFA have participated in an agreement to provide services for the State's Bee Safe Program. The objectives of the program are to improve apiary theft prevention, decrease apiary pest pressure, decrease apiary stress due to pesticide exposure, and increase apiary foraging opportunities. The term of the revenue agreement is July 1, 2020 through June 30, 2021, not-to-exceed $47,776.58. (Agriculture)

The County and the CDFA have participated in a long-standing agreement where the County performs high risk pest exclusion inspections and enforcement activities for parcel terminal inspections, and air freight forward and nursery stock shipments from other states. The term of the revenue agreement is July 1, 2020 through June 30, 2021, not-to-exceed $40,149. (Agriculture)

On July 21, 2020, the Board of Supervisors held a public hearing on the Recommended Budget for FY 2020-21. During the public hearing, the Board considered and approved the Recommended Budget that was presented on June 9, 2020, in addition to adjustments to the Recommended Budget contained in the document titled "Schedule A". After final fund balances are known, sometime in September 2020, various adjustments to account for appropriations and estimates will be necessary in order to maintain a balanced budget in each fund. The Board is asked to authorize the Auditor-Controller to make the necessary adjustments, subject to review and approval by the Chief Administrative Officer. Thereafter, the Auditor-Controller is asked to provide a full report of these adjustments back to the Board by September 30, 2020. (Auditor-Controller)

The County's current ERP, eFinancePlus from CentralSquare, is used to perform financial transactions for the County, including processing payments to vendors and program recipients, treasury receipts, journal entry transactions, budget, purchasing, mandated reporting, and employee payroll. The eFinancePlus ERP is dependent upon outdated and unsupported technology that will reach its end of life in the next two years. There is a critical need to select and implement a modern ERP before the technology fails. A modern ERP will allow for greater automation, system integration, and efficiency. A Request for Qualifications for an ERP Implementation Consultant was issued in March and resulted in nine responses. Staff from County Administration, Auditor-Controller, Development Services, General Services, Human Resources, Information Systems, and Treasurer-Tax Collector participated in a review of the responses and reference checks with other California counties. GFOA was selected as the best candidate to meet the County's compressed time line and project objectives. The Support Services Work Team, comprised of the Chief Administrative Officer, Budget Director, Auditor-Controller, Treasurer-Tax Collector, Director of Information Services, Director of Human Resources, and the Director of General Services, recommends a contract with GFOA to provide consulting services for the selection and implementation of a fully integrated ERP system. GFOA will work with County staff to design updated business processes that fully utilize system best practices and take full advantage of a modern ERP to improve efficiency, system integration, and transparency. The GFOA is a non-profit association that represents public finance officials throughout the United States and Canada. The Association's more than 20,000 members are federal, State/provincial, and local finance officials deeply involved in planning, financing, and implementing thousands of governmental operations in each of their jurisdictions. The term of the contract is August 12, 2020 through July 31, 2022, not-to-exceed $497,000. The first year estimated cost of $250,000 is included in the approved FY 2020-21 budget.
