In November of 2004, California voters passed Proposition 63 creating the MHSA. The Act created an additional income tax on California residents making more than $1 million per year. Most of the MHSA revenue is distributed to counties. The Department of Behavioral Health annually facilitates a community input process through meetings, focus groups, surveys, and work groups to identify community mental health treatment needs and to develop program and service plans for Butte County. The County is required to create and update MHSA Program and Expenditure Plans every year. The proposed MHSA Three Year Program and Expenditure Plan for Fiscal Years 2020-2023 is the result of the collaboration between the Department, the Behavioral Health Board, the local MHSA Steering Committee, and input from community members and stakeholders in mental health services. The Plan was developed prior to the COVID-19 emergency declaration. COVID-19 impacts on MHSA programs will be reflected in the Annual Update. (Behavioral Health)
